In this hidden supernatural society, the government and social structure are highly organized and regulated, particularly among the witches, who play a central role in maintaining order. The supernatural world exists in secrecy alongside the human world, and the governing system is designed to prevent conflict both between supernatural races and with humanity.
Witches are not only powerful magic users, but also the backbone of the supernatural society. They hold the central role in both magical and political governance, overseeing the regulation of magic and ensuring compliance with the Treaty.
The World Congregation of Witches
The World Congregation of Witches was formed in response to a world teetering on the edge of disaster. As the supernatural races fought over resources, humans—many of whom were used for food, labor, or recruitment into supernatural ranks—were on the verge of extinction. This chaos threatened to expose the entire supernatural world to human eyes, sparking fears of retaliation, revolution, or total collapse.
The witches, with their deep ties to both life and nature, understood that a delicate balance had to be maintained. They stepped forward with a plan to create order out of chaos. They negotiated the first Treaty, setting the foundation for the annual renewal that governs the peace between the races to this day.

This Treaty prevents open conflict between the races, ensuring cooperation and coexistence. Races or factions that choose not to participate in the Treaty are excluded from its protections, meaning they can be attacked without repercussion and lose access to the supernatural network of trade, travel, and other resources. Aiding these outcast groups is also illegal, ensuring their isolation from the rest of society.
